Abstract

This study evaluates the ANANDA BERGIZI Program in Batu City as a collaborative governance-based initiative to reduce stunting. Batu City provides an important research context because, despite being an agricultural region with a relatively strong economy, it recorded the second-highest stunting prevalence in East Java in 2022 according to the Indonesian Nutritional Status Survey (SSGI), reaching 25.2%. Using a qualitative case study approach, data were collected from 12 key informants to address three research questions: (1) how the program is implemented from a collaborative governance perspective, (2) how effective the program is in reducing stunting prevalence using the CIPP Model (Stufflebeam), and (3) what factors drive and hinder its implementation. The findings indicate that program implementation has remained largely informal, relying on social capital and personal leadership rather than institutional strengthening. The expansion of participating actors from 40 to 66 reduced coordination quality and data completeness. The program performed satisfactorily on biometric indicators and short-term nutritional behavior change, although recovery from stunting and documentation completeness remained limited. Adaptive leadership, evidence-based diagnosis, and the social capital of Posyandu cadres supported implementation, while weak formal regulation, sectoral ego, and workload concentration within a single agency constrained effectiveness. The study concludes that stronger regulation, integrated monitoring, and institutional capacity are essential for long-term program sustainability.
